I look at Healthcare Reform as composing a piece of music, first there's the idea which is by no means the final cut, one creates or removes tracks, one uses samples from other sources, one re-writes it, remixes it many times - & then sometimes, it's still not done, one listens to it several weeks later & may not like it & change it again. I think that's what's going on here.
